Colorado Sports Betting Bonuses

Rule 9.3 requires operators to “make all reasonable efforts to ensure that” sports betting is not marketed to prohibited participants such as players who have self-excluded from gambling in Colorado.

Rule 9.4 provides five rules for all promotional offers and sports betting bonuses in Colorado:

  1. The terms and conditions attached to Colorado betting bonuses must be “full, accurate, clear, concise, transparent,” and not misleading.
  2. The terms and conditions must “in close proximity” to the headline of the bonus offer. In other words, operators cannot advertise a large welcome bonus and then hide the terms and conditions on an obscure page elsewhere.
  3. Betting bonuses “may not be described as free unless they are absolutely free.” Operators may not advertise an offer as “free” if customers must risk their own money or have terms and conditions attached to their own money.
  4. Welcome offers may not be described as “risk-free” if customers must incur any loss or risk their own money to use or withdraw winnings from a risk-free bet.
  5. Bonus offers must “not restrict the customer from withdrawing their own funds or withdrawing winnings from bets placed using their own funds.”

Some Colorado sports betting bonuses appear to dance near the line of what’s acceptable under these rules, but overall, state law ensures no bonuses are complete rip-offs or outright fraudulent.

Colorado is a massive sports betting market, both in terms of handle (total wagers placed every month) and in the number of active sportsbooks. Colorado’s reasonable tax rate and free-market approach to legal online sports betting are attractive to operators, which has resulted in customers having a lot of choices in where they bet.

Specifically, part (5) Section 7.11 says this on deposits:

(5) Account funding.

A patron’s sports betting account for sports betting may be funded through the use of:

(a) A patron’s credit or debit card;

(b) A patron’s deposit of cash or vouchers at a cashiering location approved by the Director or Director’s designee

(c) A patron’s reloadable prepaid card, which has been verified as being issued to the patron and is non-transferable;

(d) Promotional credit;

(e) Winnings;

(f) Adjustments made by the Sports Betting Operator with documented notification to the patron;

(g) ACH transfer, provided that the operator has security measures and controls to prevent ACH fraud regarding failed ACH deposits;

(h) Wire transfer; or

(i) Any other means approved by the Commission.

(j) Accounts may be funded outside the state of Colorado in accordance with these Rules.

Customers May Fund Their Accounts from Outside of Colorado

Colorado sports betting law allows customers to sign up for accounts and make deposits from outside state lines. This is standard operating procedure among states that have legalized online betting.

Note: Federal law prohibits wagers from crossing state lines but does not prohibit sports fans from signing up for accounts and making deposits from out of state. However, customers must be physically located within Colorado in order to place real money wagers.

The implication is bettors who are planning to visit Colorado or who live near the border can set up and fund their accounts at online sportsbooks ahead of time. Then, once they cross into Colorado, they will have everything ready to place wagers online.

State Law on Withdrawals

Colorado sportsbooks are required to process all withdrawal requests within five days. In practice, most sports betting sites process withdrawals in under a day, and customers have money in hand within 2-3 business days.

Section (11) of the CO sports betting regulations says this on withdrawals:

(11) Patron account withdrawal.

(a) A patron must be allowed to withdraw the funds maintained in his or her account, whether such account is open or closed.

(b) A Sports Betting Operation must honor such patron request to withdraw funds within five (5) business days of the request, unless the conditions set forth in subsection (c) are met.

(c) The Sports Betting Operation may decline to honor a patron request to withdraw funds only if the Sports Betting Operator believes in good faith that the patron engaged in either fraudulent conduct or other conduct that would put the Sports Betting Operator in violation of the law. In such cases, the Sports Betting Operator shall:

(i) Provide notice to the patron of the nature of the investigation of the account; and

(ii) Conduct its investigation in a reasonable and expedient fashion, providing the patron additional written notice of the status of the investigation every tenth business day starting from the day the original notice was provided to the patron.

(d) For the purposes of this provision, a request for withdrawal will be considered honored if it is processed by the Sports Betting Operator notwithstanding a delay by a payment processor, credit card issuer, or the custodian of a financial account.

Colorado Sportsbook Locations

More than 50 operators have applied for Colorado sports betting licenses to date. That includes a combination of casinos seeking master sports betting licenses and operators seeking permission to manage retail sportsbooks and online sports betting on behalf of licensed casinos.

Black Hawk Sportsbooks

Black Hawk is home to fifteen casinos and most of Colorado’s retail sportsbooks. Located just to the west of Denver, Black Hawk sportsbooks are the most convenient for sports betting fans from Denver, Boulder, and the whole northern half of the front range, looking for an in-person betting experience.

ESPN Sportsbook at Ameristar Casino Black Hawk is located on the second floor and features a 24-foot video wall, 13 self-serve betting kiosks, and 29 HD TVs.

The sportsbook is open until at least 10 PM seven days a week, but the betting kiosks are open 24/7.

DraftKings Sportsbook at Bally’s Black Hawk (formerly Mardi Gras Casino) opened in July 2020. Customers 21 or older may stop in to bet on major U.S. professional sports, college sports and international sports.

The Bally’s Black Hawk Sportsbook boasts nearly three dozen 55″ TVs, 11 additional 65″ TVs, staffed teller windows, eight self-serve betting kiosks, and a full service kitchen and bar.

The sportsbook at Saratoga Casino occupies 1400 square feet and is powered by international betting operator Betfred. Inside, customers will find a large video wall, lounge area with comfortable seating and tables, teller windows, and self-serve betting kiosks.

Saratoga also offers statewide mobile betting in partnership with Betfred Sportsbook.

Monarch Casino in Black Hawk operates a retail sportsbook that describes itself as “the only in-house managed sportsbook in the state,” which provides increased flexibility, more personal customer support, and an integrated rewards program that covers in-person and online wagers.

The sportsbook offers some of the best lines in Colorado, such as 8-cent moneylines and 16-cent run lines for baseball. Monarch Casino also offers mobile betting under the BetMonarch brand.

Red Dolly Casino is partnered with Elite Sportsbook, a mobile betting provider based out of Iowa. In mid-2020, Red Dolly launched mobile betting under the Elite Sportsbook brand and installed betting kiosks for in-person visitors.

The Horseshoe Black Hawk sportsbook is powered by Caesars Entertainment, one of the country’s largest sports betting providers. The sportsbook currently consists of six self-serve betting kiosks, but Caesars Entertainment has hinted at expanding its Colorado offerings in the future.

Lady Luck Casino shares the Caesars Sportsbook with Horseshoe Black Hawk. Guests of both casinos can stop by the sports betting area to place wagers on Caesars’ six self-serve kiosks.

There is no physical sportsbook at this time, but the launch of a fully realized retail book is imminent.

The Lodge Casino is partnered with Las Vegas’ largest and most recognized sportsbook, Westgate SuperBook, to offer in-person and online betting. Customers can find SuperBook’s retail sportsbook on the second floor of the Lodge Casino.

Sasquatch Casino is partnered with IGT to offer retail betting at the casino plus statewide mobile betting. The retail sportsbook at Sasquatch Casino is now open, but neither IGT nor Sasquatch Casino have revealed when they will launch online betting.

Wild Card Saloon has a collection of self-serve sports betting kiosks managed by IGT. Ed & Shirley’s Inc., parent company of Wild Card Saloon and Sasquatch Casino, also plans to offer mobile betting through a platform powered by IGT.

Z Casino offers a retail sportsbook and mobile betting under the Play Maverick Sports brand.

Maverick Gaming, the parent company of Z Casino, Grand Z Casino, and Johnny Z’s Casino, is partnered with IGT to manage its in-person and online betting operations.

Bill Durham Casino does not offer in-person betting yet, but the casino is partnered with Australian firm PlayUp to operate a mobile betting platform.

Cripple Creek Sportsbooks

Cripple Creek houses a handful of sportsbooks that provide the nearest in-person betting experience for fans in Colorado Springs, Pueblo, and the state’s southern half.

The sportsbook at Golden Nugget Cripple Creek opened in July 2020 with a large video wall, full bar, food service, two teller windows, and self-serve betting kiosks. Customers can find the sportsbook at Woody’s Sports Bar and Grill.

Additionally, Wildwood Casino offered online sports betting under the BetWildwood brand for a while but has since shuttered the app with promises to relaunch it at an unspecified later date.

Johnny Nolon’s sportsbook operates in partnership with ISI Race & Sports and the Carousel Group, a smaller iGaming company established in 2017. In a press release, Carousel Group announced a partnership with MaximBet to offer sports betting in Colorado and beyond. However, MaximBet later closed, freeing Johnny Nolon’s to partner with another operator should the opportunity arise.

The sportsbook at Colorado Grande opened in August 2020 and is powered by ISI Race & Sports out of Nevada. ISI has been in business since 1999 and now operates several Colorado sportsbooks. In particular, ISI maintains a reputation for offering very competitive betting lines.

The Brass Ass Casino, Midnight Rose Casino, and McGill’s are located next door to one another along E Bennet Avenue and share a sportsbook managed by BetRivers. McGill’s Casino holds the Colorado sports betting license for BetRivers, which also offers online betting across the state.

Century Casino Cripple Creek does not yet operate a retail sportsbook, but its parent company is partnered with three online betting providers to offer statewide mobile betting. Century Casinos, Inc has signed deals with Circa Sports, Bet365, and Tipico to operate mobile betting platforms in partnership with each provider.

Double Eagle Casino was partnered with PointsBet to offer in-person and online betting, but it never launched a retail sportsbook. Fanatics Sportsbook took over the partnership after acquiring PointsBet in 2023 and hasn’t yet detailed any plans to open a retail sportsbook at the casino.

Central City Sportsbooks

Dostal Alley, Century Casino, the Famous Bonanza, Easy Street Casino, Grand Z Casino, and Johnny Z’s Casino have all been approved for master sports betting licenses.

Dostal Alley Casino is partnered with international gaming firm Betsson to offer legal online sports betting in Colorado. Dostal Alley has not yet revealed whether it plans to open a retail sportsbook for in-person wagers.

The Grand Z Casino opened a retail sportsbook under the Play Maverick Sports brand in January 2021.

Grand Z Casino customers can also make their wagers via kiosks at Johnny Z’s Casino.

Under state law, licensed mobile sportsbooks must partner with land-based operators to offer Colorado online betting. Each of the following sports betting providers has confirmed it has such a partnership in place to enter the Colorado market:

  • Caesars: Caesars Entertainment is partnered with Horseshoe Black Hawk and Lady Luck Casino Black Hawk to offer retail sports betting, in addition to onilne betting apps.
  • SuperBook: SuperBook, the famed sportsbook out of Nevada, has launched a retail sportsbook and mobile betting in Colorado in partnership with The Lodge Casino in Black Hawk.
  • Circa Sports: Circa Sports is a Vegas-based sports betting operator that manages retail sportsbooks at two Vegas casinos and a mobile app in Nevada. Circa Sports is partnered with Century Casinos Inc, the parent company of Century Casino Cripple Creek and Century Casino Central City.
  • ISI Race & Sports: ISI Race & Sports is a Nevada-based sports betting company that provides turnkey sports betting and racing betting solutions to casinos. ISI is partnered with Wildwood Casino in Cripple Creek to manage its sports betting hardware, software, and marketing under the BetWildwood brand. ISI is also partnered with Colorado Grande and Johnny Nolon’s.
  • Bet365: Bet365 is partnered with Century Casinos, Inc., which is the parent company of a Century Casino property in Cripple Creek and another in Central City. The partnership appears to be for online betting only.
  • Betsson: Betsson is a Swedish online gambling company that has a favorable reputation among European bettors. In Colorado, Betsson is partnered with Dostal Alley Casino to offer online sports betting in the first half of 2022.
  • SBK Sportsbook: SBK parent company Smarkets is partnered with Full House Resorts to offer sports betting in Colorado. Full House Resorts operates Bronco Billy’s Casino in Cripple Creek, but the partnership agreement is specific to online wagering only. SBK launched Coloardo sports betting in June 2020.
  • Sky Ute Sportsbook: USBookmaking out of Las Vegas is partnered with Sky Ute Casino to operate both retail and a sports betting app. The Sky Ute app ceased operations in mid-2023, citing economic challenges.
  • Stadium Technology: Stadium Technology Group and parent company GVC Holdings supply the technology for numerous sports betting operators in the U.S.. In Colorado, Stadium Technology powers BetMonarch, the mobile sportsbook of Monarch Casino Black Hawk.
  • SportsBetting.com: Online gaming operator Carousel Group has a partnership in place with Johnny Nolon’s to operate a retail sportsbook and a sportsbook app via SportsBetting.com.
  • Elite Sportsbook: Elite Casino Resorts out of Iowa manages an in-house online betting platform for its properties in Iowa. In August 2020, Elite Casino Resorts launched mobile betting in Colorado in partnership with Red Dolly Casino.
  • Sporttrade: Sporttrade brings a unique form of sports betting to Colorado. Unlike traditional sportsbooks, Sporttrade allows users to buy and sell sports bets like they would stocks. For example, users might trade contracts on the Broncos winning their next game. Customers can jump in and out of positions at will by trading with other users. Its like the stock trading app Robinhood but for sports betting.

Colorado Sports Betting Law

Colorado legalized sports betting during the November 2019 election when voters approved Proposition DD. The proposal authorized casinos in Black Hawk, Central City, and Cripple Creek to offer retail sports betting and launch mobile sportsbooks.

The Colorado sports betting law took effect on May 1st, 2020, and the Limited Gaming Control Commission (LGCC) moved quickly to make sure sports betting sites were ready to go live.

The Commission made significant progress in a short amount of time to meet the ambitious launch date. In February 2020, the Commission began issuing licenses and approved regulations to govern sports betting. That April, the Commission approved the state’s catalog of sports wagering events to clear the way for legal sports betting.

As planned, online sports betting launched in Colorado before retail sportsbooks. The first online sportsbooks in Colorado launched on May 1, and a month later, Saratoga Casino in Black Hawk booked the state’s first in-person wager.

How Colorado Legalized Sports Betting

Lawmakers initiated the process of legalizing Colorado sports betting by passing HB19-1327. However, the bill had to receive the approval of a majority of voters to take effect because the state constitution requires all new tax proposals to pass a statewide referendum.

The Colorado sports betting legislation did not actually raise taxes on anyone; it merely legalized sports wagering and established a 10% tax rate on operators. Even so, that was enough to trigger TABOR protocols dealing with voter approval and question phrasing.

Lawmakers added the question to the November 2019 ballot and titled it Proposition DD:

Shall state taxes be increased by twenty-nine million dollars annually to fund state water projects and commitments and to pay for the regulation of sports betting through licensed casinos by authorizing a tax on sports betting of ten percent of net sports betting proceeds, and to impose the tax on persons licensed to conduct sports betting operations?

This measure could not have been worded worse if its goal was to turn voters off to sports betting. Proponents feared many voters would read the words “shall state taxes be increased” and instantly object without reading the rest of the question.

The awkward phrasing of the question was not, in fact, a clever ploy undertaken by anti-gambling types in Colorado. It was worded that way because Colorado’s TABOR Amendment requires all tax increases to be approved by voters via referendums phrased according to very specific rules.

Colorado voters ultimately approved legalizing sports betting by a narrow margin.

Colorado Sports Betting Rules and Regulations

Colorado sports betting apps are subject to a variety of regulations designed to protect the integrity of sports, ensure responsible gambling, verify the identities of customers and more.

Some of the key regulations that impact the customers of sports betting sites in Colorado are explained below.

Colorado casinos can apply for a master license for sports betting. A master license allows each casino to launch a retail sportsbook as well as one sports wagering app accessible to Colorado bettors.

Casinos in Colorado may also partner with third-party operators to manage their sportsbooks and betting sites.

State law establishes a reasonable 10% tax rate on Colorado sports betting and does not include either of the controversial measures requiring an integrity fee or the use of official data that have been heavily debated in other states.

The Colorado Limited Gaming Control Commission is tasked with regulating the sports betting industry, considering licensing applications, and issuing additional regulations as needed.

CO regulations allow operators to enforce maximum payout amounts, which is a common practice in the industry designed to give operators control over risk.

However, Colorado state law provides a unique benefit to customers in that maximum payouts may not be enforced by simply reducing any winning payout that exceeds the operator’s maximum payout rule. Instead, operators are required to limit the original wager such that a winning outcome does not exceed the maximum payable amount.

Section 6.10, part 11 states:

“Maximum payouts; however, such limits shall only be established through limiting the amount wagered and cannot be applied to reduce a winning wager amount…”

In order to comply with federal gambling laws that prohibit interstate wagering, Colorado sports betting sites are required to know the physical locations of customers at all times and to prevent wagers from being placed from anywhere outside state lines.

Section 7.10 states that online sportsbooks must use geofence technology to “reasonably detect the physical location of a patron attempting to access the online sports betting system and place a wager, and to monitor and block unauthorized attempts to access the online sports betting system in order to place a wager.”

Mobile operators are also obligated to “dynamically monitor the patron’s location” to prevent customers from placing wagers from outside Colorado.

Customers are permitted to register accounts and make deposits under these regulations but must be located within state lines in order to place wagers.

Voters passed Amendment 77 in November 2020, granting casinos in Black Hawk, Central City, and Cripple Creek the power to remove strict gaming limits and add more gambling games to casino floors.

Most Colorado casinos quickly took advantage, as they were pummeled by COVID-19 and in need of additional revenue.

CO Rev Stat § 18-10-102 defines gambling as follows:

…risking any money, credit, deposit, or other thing of value for gain contingent in whole or in part upon lot, chance, the operation of a gambling device, or the happening or outcome of an event, including a sporting event, over which the person taking a risk has no control…”

Many online sites advertise they are “legal” and “licensed” forms of wagering. They may be legal or licensed where the bets are received, but it remains illegal to place bets from Colorado with these businesses.

In addition, the Colorado Limited Gaming Control Commission prohibits persons and businesses licensed in the casino industry in Colorado from having any involvement with internet gaming sites that can be accessed by Colorado residents.
