North Carolina Sports Betting Law
North Carolina approached legalization slowly and deliberately.
First, lawmakers approved retail sportsbooks at tribal casinos in 2019 via SB 154, which categorized sports betting and pari-mutuel horse racing wagering as Class III gaming (allowed at tribal casinos under federal law).
In 2023, North Carolina legalized online sports betting via House Bill 347. The law tasked the North Carolina Lottery Commission with regulating sports betting, adopting additional regulations to implement the law, and issuing licenses to qualified operators.

- 2021-2022: Lawmakers advance multiple bills to legalize online sports betting. SB 688 clears the Senate in 2021 but stalls after the House rejects companion legislation in 2022.
- June 2023: Governor Cooper signs HB 347 into law, authorizing statewide online sports betting, additional retail sportsbooks, and pari-mutuel horse racing wagering under Lottery Commission oversight.
- March 2024: The North Carolina online sports betting market launches.

North Carolina lawmakers have considered legislation to officially legalize fantasy sports, tax operators, and implement consumer protection regulations but turned their focus to sports betting before they could get a DFS bill across the finish line.
As a result, fantasy sports contests exist in a legal gray zone under North Carolina law. State gambling laws neither authorize nor prohibit fantasy sports operators from serving residents and offering real-money contests, so all major fantasy sports companies accept North Carolina residents.
