Delaware Online Sports Betting Overview
Delaware online sports betting began with little fanfare in late 2023 when BetRivers Sportsbook launched for bettors 21 and above.
The Delaware Lottery offers sports betting in partnership with the state’s three casinos in accordance with state law. In late 2023, the Delaware Lottery selected Rush Street Interactive, the parent company of BetRivers, to manage its online betting operations.

Although BetRivers is the only online sportsbook authorized in Delaware, there are multiple paths to access it due to a quirk in state law that grants individual branding rights to each land-based casino.

Delaware Sportsbook Bonuses

Betting online in Delaware is straightforward because there’s just one online sportsbook on the market, and signing up is a simple matter of providing a handful of personal details.

The only potentially confusing part about betting online in Delaware is making sense of the multiple URLs and mobile apps that BetRivers uses.
Visiting BetRivers Delaware Online
Bettors can access BetRivers online through any of Delaware’s three land-based casino websites. Each URL is unique, but they all send visitors to BetRivers Sportsbook, so it doesn’t matter which casino website they use.
For example, bettors can head to delawarepark.betrivers.com from any desktop or mobile device to bet online.
Installing the BetRivers Delaware App
Bettors may also open the app store on iOS or Android and search for “BetRivers” to download the official mobile app. After installing the BetRivers app, bettors can use the state selector to choose “Delaware” as their state.
The state selector also asks users to select Delaware Park or Harrington Casino, but it doesn’t matter which they pick.
In either case, bettors will be taken to the app’s homepage to sign up for accounts and deposit funds.
Signing up involves filling out a brief form asking new users to select a screen name, create a password, and provide basic personal details.
In total, bettors can expect to spend about five minutes on registration.
The final step is to log in to BetRivers through the mobile app or website, visit the cashier, and deposit funds.
Inside the cashier, bettors can select a deposit method and follow the onscreen instructions to initiate the transaction. All BetRivers payment methods provide near-instant deposits, so bettors can begin betting immediately.
Delaware Sports Betting Deposits
BetRivers Delaware accepts a limited range of deposit methods, but they are all fast and easy to use.
Note: BetRivers does not accept debit and credit cards directly, but users can select the Play+ Card option and fund it with the credit or debit card of their choice.
- Online Banking Deposits: Delaware bettors can choose from two online banking deposit methods. Choosing Trustly allows bettors to approve the transaction by selecting their bank from a list of supported institutions and logging in with their existing online banking credentials. Alternatively, bettors can select VIP Preferred to input their routing and checking account numbers manually.
- PayPal Deposits: Bettors who select PayPal can choose an amount to deposit and then approve the transfer by logging in with their existing PayPal account username and password.
- Venmo Deposits: Venmo provides instant online deposits that customers finalize through the Venmo app.
- PayNearMe Deposits: Bettors who prefer to use cash can select PayNearMe to generate a pay slip they can take to a nearby PayNearMe location (such as 7-Eleven or Walgreens) to pay with cash.
- Play+ Card: Play+ is an online account that Delawareans can fund through various deposit methods, including credit and debit cards, before forwarding those funds to their online betting accounts. Bettors also receive a physical prepaid card that provides convenient access to their Play+ balances.
Delaware Sportsbook Locations
Each of Delaware’s three casinos operates a retail sportsbook where guests 21 or older can watch games live and place wagers in person.
Delaware Sports Betting Law
Delaware holds the unique distinction of being the first state other than Nevada to legalize and launch single-game sports betting.
That’s because Delaware was one of just a handful of states with some form of sports betting in place when PASPA, the federal law that prohibited sports betting, was active.
PASPA prohibited all states from authorizing or regulating sports betting but included a provision grandfathering legal sports betting programs already in place or approved within one year of PASPA’s enactment in 1992.
At the time, Nevada was the only state with single-game sports betting. Delaware did not have single-game betting, but the state lottery did offer a parlay-style NFL wagering game called Scoreboard. The Scoreboard program was shuttered after just a single season, but that was enough to grant Delaware a limited exemption from PASPA.
Delaware attempted to leverage that exemption in 2009 with a bill authorizing wagers on the outcomes of individual games. The legislature approved the bill, and Governor Jack Markell signed it into law later that year.
The MLB, NBA, NFL, NHL, and NCAA sued to enjoin the law from taking effect on the grounds that it would expand Delaware sports betting well beyond the scope of the original exemption granted under PASPA.
The US Court of Appeals for the Third Circuit ruled against Delaware, finding that any expansion of sports betting in Delaware beyond the parlay-style wagers offered under Scoreboard would violate PASPA.
Although the effort was unsuccessful, Delaware never formally repealed the 2009 law. In late 2017, reports began circulating that the Carney administration was drawing up plans to revive the 2009 law if the Supreme Court were to rule in favor of New Jersey in its challenge of the constitutionality of PASPA.
The Supreme Court ruled and struck down PASPA as unconstitutional. Delaware was able to act on the opportunity faster than any other state and quickly moved to legalize sports betting – even beating New Jersey to the punch.
Governor John Carney placed the first ever legal single-game bets outside of Nevada on June 5th, 2018. As a major Philadelphia Phillis fan, he bet $10 on the Phillies in that evening’s game against the Chicago Cubs at odds of +200.
Delaware’s first sports bet was a winner. The Phillies handily defeated the Cubs by a score of 6-1 that evening to net Governor Carney a $20 profit.
Delaware Horse Racing Betting
Delaware is one of many states that allow real money horse racing betting in-person at tracks, online, and via off-track betting facilities (OTBs).
Delaware Online Horse Racing Betting
Most major, US-based horse racing betting sites accept Delaware horse bettors. State residents who are 18 or older may register with any of the racebooks listed near the top of this page to place wagers online or through each provider’s official mobile app.
Delaware has never formally legalized advance deposit wagering. However, state authorities have never indicated they plan to take action against the horse racing betting sites and apps that openly offer their services to customers.
Lawmakers introduced legislation in 2017 (HB 251) to legalize, regulate, and tax ADW providers, but the bill never made it out of committee. In the meantime, horse racing fans have their choice of ADWs regulated in other states and receive the same odds as if those wagers were placed in person at the track.
Delaware Race Tracks and OTBs
One thoroughbred racetrack and two harness race tracks operate in Delaware. All three also operate as the state’s only authorized OTB locations where visitors may place wagers on races held elsewhere via simulcasting.

Two regulatory bodies oversee horse racing and parimutuel wagering in Delaware. The Thoroughbred Racing Commission oversees thoroughbred racing at Delaware Park. Meanwhile, the Harness Racing Commission oversees harness racing at Bally’s Dover and Harrington Raceway.
Delaware Daily Fantasy Sports
Delaware formally legalized daily fantasy sports in 2017. State law now requires DFS operators to apply for licenses and to adhere to basic consumer protection regulations.
The Delaware Department of Justice issued an opinion in March of 2016 that it believed fantasy sites were operating contrary to state gambling laws. However, the DOJ agreed not to take action due to word of a pro-legalization bill that would have given sites such as FanDuel and DraftKings legal status in Delaware.
Any efforts to pass daily fantasy sports legislation fell through later that year. The Delaware DOJ subsequently sent cease-and-desist letters to FanDuel, DraftKings, and Yahoo Fantasy Sports. All the major fantasy sites were forced out of Delaware.
Legislation signed in 2017 finally legalized daily fantasy sports for good in Delaware. FanDuel, DraftKings, and other major DFS sites were permitted to reenter the Delaware market, provided they pay a $50,000 licensing fee and upwards of 15.5% in DFS taxes. FanDuel and DraftKings promptly took action, and now both sites accept customers from Delaware again.
Oversight of daily fantasy sports contests is provided by the fantasy division of the Delaware Division of Gaming Enforcement. The Division is responsible for authorizing DFS providers to operate in Delaware, ensuring all laws are followed, and responding to customer complaints.
Delaware Online Gambling
Online gambling is legal in Delaware under the Gaming Competitiveness Act of 2012 (HB 333).
The Act authorized online casino games and poker, operated by the lottery and offered through the websites of Delaware’s land-based casinos.
Delaware Online Casinos
Under state law, each of Delaware’s three land-based casinos may offer online gambling in partnership with the state lottery. Each casino offers online gambling through the BetRivers Casino app and the following websites:

Although there are three online casino websites players can visit to play online, there are no functional differences between them. That’s because the DE Lottery has an exclusive contract with Rush Street Interactive to manage its online casino operations under the BetRivers brand.
In other words, BetRivers Casino is the only licensed gambling site in Delaware.

Delaware Online Poker
Delaware offered legal online poker from 2013 through 2023 through a partnership between the Delaware Lottery and 888 Holdings.
The partnership expired in 2023, and the Delaware Lottery replaced 888 with Rush Street Interactive, the parent company of BetRivers. Rush Street Interactive does not offer online poker at this time, so Delaware no longer has online poker.
However, Rush Street Interactive acquired Run It Once Poker in 2022 and may relaunch online poker in Delaware sometime in the future.
